The 100,000 sq ft development within DIFC’s Zabeel District will combine AI laboratories, demonstration spaces and dedicated conference facilities, as Dubai raises its ambition to attract more than 1,000 AI companies and create 5,000 jobs by 2030.

Dubai is strengthening its position in the international technology and business events landscape with plans for a new purpose-built Dubai AI Campus, a 100,000 sq ft facility within the expansion of the Dubai International Financial Centre (DIFC) at Zabeel District. The development will bring together AI research and testing infrastructure, business collaboration spaces and dedicated conference facilities, creating a permanent platform for technology-focused gatherings, policy discussions and industry engagement.

The announcement was made on 26 October by His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence of the UAE, who attended the opening of the third edition of the Dubai AI Festival at Dubai World Trade Centre. During the event, Sheikh Hamdan reviewed the architectural vision and development plans for the new campus and approved an expanded strategic target of attracting more than 1,000 AI companies and creating over 5,000 highly skilled jobs by 2030.

The new facility is intended to serve as a central hub for AI development, innovation and commercialisation. Its infrastructure will include GPU-ready systems, secure AI development zones, digital twin environments and AI-powered building systems. Modular, laboratory-ready floors will accommodate AI Labs, where government entities and private sector organisations can develop, pilot and validate solutions before wider deployment.

For the meetings and events sector, however, one of the most significant elements is the inclusion of dedicated conference facilities. These will host summits, policy discussions and thought leadership events throughout the year, positioning the campus as a permanent meeting point for the international AI community. An AI Experience Centre will provide another dimension to the visitor offer, showcasing applications across different industries and presenting innovations emerging from the campus laboratories, resident companies and citywide pilot projects. The centre will be accessible to residents, students, visitors, delegations and investors.

The development builds on the rapid expansion of Dubai AI Campus since its launch in May 2024. The initiative has already attracted more than 500 AI companies, which have collectively secured over AED1 billion in private equity and venture capital investment. It has also contributed to the creation of more than 2,000 specialised technology jobs, exceeding its original five-year targets for company attraction and investment two years ahead of schedule.

Sheikh Hamdan highlighted the importance of combining infrastructure, regulatory conditions and international expertise in supporting the emirate's ambitions, stating: “Artificial intelligence has become one of the world's most significant drivers of technological and economic progress, offering immense opportunities to transform businesses and develop innovative solutions.

“Our priority is to position Dubai at the forefront of adopting advanced technologies by providing state-of-the-art infrastructure, a flexible regulatory environment and access to the world's best talent and expertise. This will enable companies and innovators to develop AI technologies and translate their potential into sustainable economic value,”

The new targets reflect the scale of the ambition, with the campus seeking to double its company base and more than double its contribution to specialised employment by the end of the decade.

A growing platform for international gatherings

The announcement coincided with the third edition of the Dubai AI Festival, held at Dubai World Trade Centre on 26 and 27 October under the theme ‘Where Intelligence Meets Opportunity’. Organised by Dubai AI Campus, part of DIFC, in collaboration with the Office of the Minister of State for Artificial Intelligence, the event brought together more than 20,000 participants from over 100 countries. Its programme included more than 150 speakers, alongside 500 investors and 200 exhibitors, drawing policymakers, technology leaders, entrepreneurs and representatives from across the international business community.

The breadth of participation reflected the increasingly cross-sector nature of artificial intelligence, with discussions addressing global AI governance, immersive experiences, innovation and ethics, the future of work, AI literacy, investment and infrastructure.

The speaker line-up included representatives from the UAE's public sector and leaders from education, aviation, healthcare, telecommunications, technology and financial services. Among them were Fahad Al Hassawi, Chief Executive Officer of du; Adel Al Redha, Deputy President and Chief Operations Officer of Emirates Airline; Alex Aliper, Co-Founder and President of Insilico Medicine; Matthew Fitzpatrick, Chief Executive Officer of Invisible Technologies; and Joseph Ziolkowski, Founder and Global Chief Executive Officer of Relm Insurance.

The accompanying exhibition also offered a practical demonstration of the technologies shaping the sector. During his visit, Sheikh Hamdan toured the stands of Dubai Medical University, ElevenLabs, Amazon Web Services, Alibaba Cloud and Linkerbot, covering applications ranging from AI in medical education and clinical diagnostic training to cloud computing, audio and video production, data analytics and advanced robotics.

For DIFC, the new campus represents an opportunity to bring together the different components of the technology economy within an integrated environment. Its Governor, His Excellency Essa Kazim, said: “Dubai has long pursued a clear vision of becoming a global hub for technology and innovation, creating an environment where new ideas, industries and businesses can thrive. Artificial intelligence represents the next defining chapter in this ambition.

DIFC is helping translate this vision into tangible outcomes by bringing together the companies, talent, capital and infrastructure needed to accelerate AI innovation and adoption. The continued growth of Dubai AI Campus and the development of its new purpose-built facility in DIFC Zabeel District will further strengthen Dubai's position as a global leader in AI and the technology economy.”

Arif Amiri, Chief Executive Officer of DIFC Authority, also emphasised the broader implications of the development for the financial centre and its business community: “AI is becoming an integral part of the global economy, transforming how companies operate, capital is deployed and financial services are delivered. Our ambition is not simply to integrate AI into DIFC, but to reimagine how a financial centre operates in the age of AI, with responsibility, security and trust as its foundations.

Dubai AI Campus has already achieved its 2028 target of attracting 500 AI companies two years ahead of schedule, and we are now raising our ambition to more than 1,000 companies and over 5,000 jobs by 2030. By bringing together talent, capital, technology and ideas, we are creating an environment where innovation can scale, human potential can be enhanced and Dubai can help shape the next chapter of the AI economy.”

With its combination of specialist infrastructure, business facilities, exhibition potential and dedicated conference spaces, the Dubai AI Campus adds another dimension to the emirate's meetings ecosystem. Its year-round programme of summits and policy discussions will provide a setting for continued exchange between public institutions, technology companies, investors and researchers, while the AI Experience Centre introduces a visitor-facing component capable of supporting industry delegations and educational groups.

The project also extends DIFC's role beyond its established position as an international financial centre, reinforcing its ambition to become a meeting point for the companies, capital and expertise shaping the next phase of the global technology economy.
