The Government of Singapore has extended the Vaccinated Travel Lane (VTL) to nine more countries, including Denmark, France, Italy, the Netherlands, UK, USA, Canada and Spain, effective from 19 October 2021. Fully vaccinated travellers against COVID-19 will be able to depart these countries to enter Singapore with a Vaccinated Travel Pass (VTP). Applications for the VTPs will open on 12 October 2021 at 04:00 CET (10:00 Singapore time).

The travel pass will allow visitors entry into Singapore without the requirement to undergo the usual 10-day quarantine. Requests to obtain the Vaccinated Travel Pass (VTP) must be made between 7 and 30 calendar days prior to travellers’ intended date of entry into Singapore and applications can be made via the SafeTravel website.

Unvaccinated children aged 12 and below will also be allowed to travel into Singapore from countries under the Vaccinated Travel Lane scheme from 19 October 2021, when accompanied by an adult on the scheme. Children will need to undergo pre-departure and on- arrival polymerase chain reaction (PCR) tests, with children aged two and below exempt from the testing requirements.

As the global situation constantly evolves, Singapore will continue to update its entry conditions, ensuring that any steps taken are in line with the measures put in place by the city- state to be Covid-resilient while allowing for a gradual recovery of tourism.

Carrie Kwik, Executive Director Europe at Singapore Tourism Board commented, “We are delighted to welcome back visitors from the Europe, a source market for inbound tourism to Singapore. Following months of resilience, preparation, and innovation, we are ready for visitors to experience a reimagined Singapore with new hotels, sightseeing tours and attractions which we hope will inspire travel desire in repeat and first-time visitors to Singapore. With over 32,000 establishments in Singapore certified SG Clean, providing assurance of the highest standards of cleanliness and hygiene, visitors can also experience Singapore safely and with peace of mind.

The combination of our efforts along with the launch of the Vaccinated Travel Lane means that more visitors from the Europe can look forward to experiencing a reimagined journey to discovery in Singapore.” All travellers entering Singapore under the VTL will have to comply with the following requirements:

Travel History

Effective 19 October 2021, VTL travellers must have remained in one or more of the VTL countries1 in the last 14 consecutive days prior to departure to Singapore. If the traveller has been in Singapore within those last 14 days, his/her stay in Singapore can be counted towards fulfilling this 14-day travel history requirement.

Testing

All VTL travellers must take two COVID-19 PCR tests:

  • A pre-departure test within 48 hours before departing to Singapore and obtain a negative test result; and
  • An on-arrival test at Changi Airport and remain self-isolated until their test result is confirmed to be negative. The test results will be out within 24 hours.

Vaccination

All VTL travellers must have been fully vaccinated and present their proof of vaccination (e.g. EU Digital COVID Certificates). VTL travellers entering Singapore on or after 19 October 2021 can present vaccination certificates issued in any VTL country or Singapore, regardless of which VTL country the traveller departs from. An individual is considered fully vaccinated 14 days after he or she has received the full regimen of Pfizer-BioNTech/Comirnaty, Moderna, AstraZeneca or other World Health Organisation Emergency Use Listing vaccines.
